가장 악독한 전체주의 독재자가 통치하는 나라

바츨라프 하벨 전 체코 대통령은 세계에서 가장 악독한 독재자 김정일에 대해 자유세계가 행동할 때라고 강조했다. 공산주의가 붕괴하기 전 반체제 작가였던 그는 6월 18일자 워싱턴 포스트 기고에서 김정일의 인권유린 사태를 나치의 인종말살, 소련의 수용소, 크메르 루주의 킬링 필드, 중국의 노동캠프 등에 비유했다.

그는 특히 절망에 빠진 탈북자들이 한국으로 탈출해도 햇볕정책의 걸림돌 신세가 되고 있다고 지적했다. 그는 햇볕정책이 의도는 좋았으나 결과적으로 북한인민을 구출하는데는 도움을 주지 못하고 김정일의 정권유지만 돕고 있다고 비꼬았다. 다음은 워싱턴 포스트의 기사의 번역문과 영어 원문이다.

루돌프 브르바와 알프레드 베츨러가 아우슈비츠를 탈출했다는 소식을 세계가 처음 들은 건 60년 전의 일이다. 이들의 탈출로 히틀러의 학살 캠프 실상이 세상에 알려졌다. 이들의 증언은 전쟁이 끝난 지금도 믿고싶지 않은 진실을 민주세계 지도자들에게 직시하도록 강요하고 있다. 브르바와 베츨러 그리고 수많은 증언자들 덕분에 나치의 “인종말살”(Final Solution)의 공포와 참상은 전 세계에 알려졌다.

홀러코스트(유대인학살)와 마찬가지로 소련 공산주의의 범죄와 야만성은 아서 케슬러와 알렉산더 솔제니친 및 기타 인사들의 저술로 세상에 알려졌다. 인류에 대한 가장 흉악한 범죄를 목격자의 증언을 통해 폭로하려는 사람들은 어느 시대, 어느 곳에서나 찾을 수 있다. 리시 판은 크메르 루주의 공포를, 카난 마키야는 사담 후세인의 야만적 감옥을, 해리 우는 중국 라오가이 강제노동수용소의 참상을 각각 폭로했다.

오늘날 천신만고 끝에 중국을 통해 한국으로 탈출한 수천 명의 북한 난민들은 북한 독재체제의 범죄적 참상을 말해준다. 탄압의 실상은 현대의 인공위성 사진에 의해 뒷받침되고 확인되고 있으며 이는 북한이 지금도 수용소를 운영하고 있음을 알려준다. 정치범강제노동수용소인 이른바 “관리소”에는 20만 명이 투옥돼 있으며 이들은 소련 굴라그 수용소에서 수백만 명이 당한 것과 같은 상황에서 하루 하루를 겨우 연명하거나 죽어가고 있다.

한반도의 북반부는 세계에서 가장 악독한 전체주의 독재자에 의해 통치되고 있다. 그는 수백만 명의 생명을 앗아간 장본인이다. 김정일은 아버지 김일성이 죽은 후 공산주의 정권을 이어받아 계속해서 개인숭배를 강화하고 있다. 그는 중앙계획경제와 주체사상으로 알려진 국가이념이 나라를 기근으로 몰아 넣었음에도 불구하고 세계 최대의 군대를 유지하고 대량살상무기를 생산하고 있다. 북한 체제의 희생자는 수백만 명에 이른다.

주야로 지키는 군과 경찰의 감시에도 불구하고 절망에 빠진 수만 명의 북한인들은 중국으로 탈출했다. 중국정부는 국제조약들을 무시한 채 이 사람들을 난민으로 인정하기를 거부한다. 중국관리들은 또한 유엔고등판무관실(UNHCR)이 중국 내 탈북자들을 접촉하는 것을 차단하고 있다. 중국정부는 국경지대의 삼림 속에서 탈북자들을 색출하여 북한으로 송환한다. 이들의 종착역은 관리소이다. 이 모든 일이 이 순간에도 벌어지고 있지만 세계는 방관하고 있다.

일부 탈북자들은 운 좋게 한국으로 온다. 하지만 한국에서 그들의 존재는 “햇볕정책”의 걸림돌이 되었다. 햇볕정책은 그 의도가 아무리 좋아도 지속적인 양보와 화해에 근거하고 있다. 이 정책으로 인해 한국은 수억 달러를 지불했지만 무고한 생명을 구하려는 노력에는 도움을 주지 못했다. 결국 이 정책은 평양 지도자의 집권을 유지해줄 뿐이다.

김정일은 거대한 군대, 핵무기, 장거리 미사일의 도움과 그리고 그와 뜻이 맞는 세계의 독재자들에게 무기와 군사기술을 수출함으로써 세계를 위협할 수 있다. 그는 세계가 자신을 존경하고 무서워하기를 바라며 세계에서 가장 강력한 지도자의 하나로 인정받기를 원한다. 그는 자신의 국민이 죽거나 굶어도 아랑곳하지 않을 뿐만 아니라 자신의 통치에 반발조짐을 보이는 사람들을 숙청하는데 기근을 이용한다. 협박을 통해 그는 식량과 석유를 받고 이를 자신에게 충성하는 사람들에게 배분한다(제일 먼저 받는 건 군이다)

놀라운 것은 유엔인권위원회가 창설된 이후 북한정권의 심각한 인권유린을 비판한 것은 두 번뿐이라는 점이다. 이보다는 덜 충격적이지만 마찬가지로 당혹스러운 것은 북한 정부가 이 위원회의 건의를 단 한 건도 이행하지 않고 있다는 사실이다.

이제 세계의 민주국가들-유럽연합(EU), 미국, 일본, 한국-이 공동의 입장을 취할 때이다. 이들은 전체주의 독재자에게 양보를 하지 않을 것임을 분명히 해야 한다. 이들은 앞으로 평양과의 회담에서 기본인권 존중이 불가결의 요소임을 천명해야 한다. 단호함, 인내 그리고 힘에 입각한 협상이 김정일과 그와 닮은 사람들이 이해할 수 있는 유일한 사항이다. (끝)

It has been 60 years since the world first heard of Rudolf Vrba and Alfred Wetzler's successful escape from Auschwitz, an escape that brought to light accounts of Hitler's extermination camps. Their testimony forced representatives of the democratic world to face truths that many did not want to believe, even after the war. Thanks to Vrba, Wetzler and countless other witnesses, the horrors and extent of the Nazis' Final Solution are universally known.

Like the Holocaust, the crimes and brutal reality of Soviet communism were also outlined and understood, thanks to the writings of Arthur Koestler, Alexander Solzhenitsyn and others. Fortunately, people who use eyewitness testimony in attempts to expose the greatest crimes against humanity can be found in each era and all over the world. Rithy Panh described the terror of the Khmer Rouge, Kanan Makiya detailed the brutal prisons of Saddam Hussein and Harry Wu has tried to show the perversion of the Laogai system of Chinese forced-labor camps.

Today the testimony of thousands of North Korean refugees who have survived the miserable journey through Communist China to free South Korea tells of the criminal nature of the North Korean dictatorship. Accounts of repression are supported and verified by modern satellite images, and they clearly illustrate that North Korea has a functioning system of concentration camps. The kwan-li-so, or "political penal labor colony," holds as many as 200,000 prisoners who are barely surviving day to day, or are dying in the same conditions as the millions of prisoners in the Soviet gulag system did.

The northern part of the Korean Peninsula is governed by the world's worst totalitarian dictator, a man responsible for the loss of millions of lives. Kim Jong Il inherited the Communist regime following the death of his father, Kim Il Sung, and has continued to strengthen the cult of personality. He sustains one of the largest armies in the world and is producing weapons of mass destruction even as the centrally planned economy and the state ideology -- known as juche, a blend of nationalism and self-reliance -- have led the country into famine. The victims of the North Korean regime number in the millions.

Despite the ever-present army and police, tens of thousands of desperate North Koreans have escaped to China. In defiance of international treaties, the Chinese government refuses to recognize these people as refugees, and Chinese officials have blocked the Office of the United Nations High Commissioner for Refugees from contacting any North Korean in China. The Chinese government hunts the refugees in the woods along the border and sends them back to North Korea, where the journey ends in the kwan-li-so. All of this is happening right now, and the world is standing idly by.

Some refugees are fortunate enough to make it to South Korea. But their presence there flies in the face of that country's official "sunshine policy," which, however well-intentioned, is based on constant concessions and appeasement. The policy costs South Korea hundreds of millions of dollars, but it is not helping in the effort to save innocent lives. In the end, the policy only keeps the leader of Pyongyang in power.

Kim Jong Il is able to blackmail the world with the help of his huge army, nuclear weapons, long-range missiles, and the export of weaponry and military technology to like-minded dictators around the world. He wants to be respected and feared abroad and to be recognized as one of the world's most powerful leaders. He is willing to let his own people die of hunger, and he uses famine to liquidate those who show any sign of wavering loyalty to his rule. Through blackmail, he receives food and oil, which he distributes among those loyal to him (first in line being the army).

Shockingly, the U.N. Commission on Human Rights has criticized the North Korean regime for its gross violations of human rights only twice since the commission was founded. Less shocking, but also disturbing, is the fact that the North Korean government has yet to implement any of the commission's recommendations.

Now is the time for the democratic countries of the world -- the European Union, the United States, Japan, South Korea -- to take a common position. They must make it clear that they will not offer concessions to a totalitarian dictator. They must state that respect for basic human rights is an integral part of any future discussions with Pyongyang. Decisiveness, perseverance and negotiations from a position of strength are the only things that Kim Jong Il and those like him understand.
